Yes, the sea lion is just sunning on the buoy. He had just finished "fighting" off a challenger for his spot, and I guess he was tired.

I assume the numbers are for tracking/identification purposes.

I like this photo, are the sea lions being tagged with those huge numbers on thier backs?
